On October 18, 2019, the signing ceremony and seminar of theoretical Research Base for Inspection jointly built by Anhui University of Finance and Economics and Bengbu People's Procuratorate were held in conference Room 402, Boya Building, Anhui University of Finance and Economics.Present at the signing ceremony and the seminar were Ding Zhongming, Party secretary and president of Anhui university of finance and economics, Li Xiaoyun,secretary of the Party committee of Bengbu people's procuratorate and judge advocate-general,Kang Yan,deputy secretary of the Party committee of Bengbu people's procuratorate and deputy procurator general,Zhang Weibin, dean of law school, Deng Yue,deputy Secretary of the Party committee , associate dean Yang Shibing,Ge Xianyuan and Gaohai and over 20 bengbu inspectors, and nearly 20 teachers of law school.
Zhang Weibin, dean of Law School of Anhui University of Finance and Economics, hosted the opening ceremony of the signing of the research base. Ding Zhongming, Party secretary and President of Anhui University of Finance and Economics, and Li Xiaoyun, secretary of the Party committee of Bengbu people's procuratorate and judge advocate-general, delivered speeches successively.
President Ding expressed his sincere gratitude to Bengbu People's Procuratorate for its long-term support to the construction of the law discipline of the Law School. He introduced in detail the development of the law discipline of the Law School in the aspects of teaching staff, scientific research, talent training and so on, and expressed his ardent hope for the cooperation between the school and the procuratorate in establishing research base.
Based on the reform progress of the current system of leniency of admission of guilt and punishment and the system of prosecutorial public interest litigation, Procurator-General Li explained the main purpose of the research base jointly built by the university and procuratorate cooperation and looked forward to the good prospect of the interactive development of theory and practice in the process of the university and procuratorate cooperation.
Subsequently, President Ding Zhongming and Chief Procurator Li Xiaoyun signed the agreement of procuratorial theory Research Base jointly constructed by university and procuratorate and held the opening ceremony of prosecution theory research base and its subordinate confession punishment leniency system research Center and prosecution public interest litigation research center.
Kang Yan, deputy Secretary of the Party Committee and Deputy Chief Procurator of Bengbu People's Procuratorate, briefly introduced the main contents of the agreement on jointly construction of the Procuratorial Theory Research Base and read out the list of researchers from both sides participating the research base.
After the signing ceremony, the two sides held a symposium on the theme of Leniency of punishment and admission of guilt. The seminar was co-chaired by Kang Yan, deputy Chief Procurator of the Bengbu People's Procuratorate, and Gao Hai, deputy dean of the Law School of Anhui University of Finance and Economics.
In the seminar, many procurators from city and county (district) procuratorates and teachers from law schools made active speeches, expounding the basic connotation, significance, practical confusion and suggestions for legislative improvement of the leniency system of admission of guilt and punishment from two aspects of judicial practice and theoretical research. For example, some researchers believed that leniency of confession and punishment can help save judicial resources, reduce the resistance of criminal suspects or defendants, and help resolve social contradictions. Some other judicial perplexities, such as how to determine the admission of guilt and punishment, how to grasp the scope of leniency, and whether the leniency system of admission of guilt and punishment can be applied in the second trial procedure, were also put forward.
This Procuratorial Theory Research Base is the further expansion and upgrading of the cooperation field since the agreement on practical Education base was signed by the two parties in 2015. Through co-construction of cooperative research base, thematic discussion, cooperative research and other co-construction activities, the two parties will surely produce a batch of high-quality research results, which will effectively boost the discipline construction of the Law school and the improvement of the procuratorial theory level of Bengbu People's Procuratorate.
